Memorandum About Political Prisoners and Politically Persecuted Persons in South Caucasus

In 1992, after the collapse of Soviet Union the republics of South Caucasus and other states of Soviet Union declared independence and express their will of founding democratic states.

Strong resistance of Communist elite complicated to carry out democratic reforms in 90th which caused unconstitutional changes of legitimate governments in Georgia, Azerbaijan and Armenia. move to democratic development of the countries changed with the tendency of authoritarian regime.

Authoritarian regime became more severe since 2007-2008 when mass arrests and terrorist acts against political opponents began in Georgia as well in Armenia.

We bellow signing Political Parties of South Caucasus studied criminal cases of political prisoners and politically persecuted persons in Georgia and in Armenia.

The person has been recognized as a political prisoner or persecuted on political reason if:

1. The rules of arrest of person and preliminary detention have been violated or there are no evidences for charges or charges and punishment are inadequate; and at the same time:

Above mantiond violations are caused by political reasons.

2. The bellow signing Political Parties might not share views of the political prisoners;

3. axord8ng to A/m rules we found that:

• 50 persons are arrested on political reason in Georgia;

• 10 Persons are recognized as political refugees or are declared as wanted;

• Against 42 Persons is continuing ongoing investigation, without pretrial detention;

• 21 persons are arrested on political reason in Armenia;

4. We below signing Political Parties demend from the governments of Georgia and Armenia to release immediately all political prisoners, cease criminal cases against all person who are persecuted on political reason.

5. We apply to International Organisations to arrange effective political mechanisms for studying and reviewing criminal cases of political prisoners via cooperation with Armenian and Georgian governments and opposition political parties.

6. We below signing Political Parties will continue discussing criminal cases of persons who are arrested or persecuted on political reason.
