The Charter of Conservative Party of Georgia
1. General Provisions
1.1. The Conservative Party of Georgia (hereafter “party”) is a voluntary political association of citizens. The party carries out its activities in accordance with the Georgian legislation and the given rules.

2.1. Establishment of united and democratic Georgian state; establishment of state patriotism, national ideology and ideals; maintenance of ethnic, confessional, cultural and traditional originality.
2.2. Establishment of democratic principles in the state governance; full self-governance of territorial units at all levels.
2.3. Protection of private property; private autonomy of entrepreneur and non-entrepreneur activities; freedom of speech.
2.4. Protection of human rights and freedoms.
2.5. Poverty reduction; implementation of social programs for the most vulnerable population.
2.6. Restoration of territorial integrity; withdrawal of Russian troops from Georgia; integration into European structures and NATO.
2.7. Active participation in state development through peaceful and legal political means.3. Party symbols
3.1. The flag of the Georgian democratic republic represents the party flag – light-red rectangular with black (above) and white (below) stripes in the upper corner towards the handle.
3.2. The emblem of the party is a light-red cross located in the center against the white background and griffin facing it, with horizontal stripes on the upper and lower sides.
3.3. The party hymn is “My good country” (My Dear Country) by Ilea Chavchavadze, and music by Revaz Lagidze.4. Party Member
4.1. The party members are approved and dismissed by the national committee.
5. Party Congress
5.1. The supreme governing body of the party is the party congress, which is convened at least once in four years.
5.2. An extraordinary congress of the party is convened:
5.2.1. By decision of the party chairman;
5.2.2. By decision of the national committee;
5.2.3. Upon written demand of 1/5 (one fifth) of delegates of the party congress.
5.3. The delegates of the party congress are:
5.3.1. Members of the national and revision committee;
5.3.2. Chairmen of the regional and youth organizations;
5.3.3. Chairmen and one deputy of district (urban) organizations;
5.4. The congress is authorized to make a decision in respect of any issue, which falls within the competence of the party.6. Chairman of the Party
6.1. The party congress elects a chairman of the party.
6.2. Chairman of the Party:
6.2.1. Leads the sessions of the national committee;
6.2.2. Provides the implementation of decisions of the congress and the national committee;
6.2.3. Submits the reports on the work done to the party congress and the national committee.7. National Committee
7.1. The national committee is an executive body of the party.
7.2. The national committee is composed of a chairman and 6 (six) members;
7.3. The members of the national committee are elected by the congress for a term of 4 (four) years. Each delegate of the congress gives one vote to not more than 3 (three) membership candidates.
7.4. National Committee:
7.4.1. Represents the party in political and legal relations;
7.4.2. Controls the party finances and material values;
7.5. The national committee is authorized to make a decision about any issue on behalf of the party except for those, which do not fall within its competence.8. Revision Commission
8.1. The party congress elects a revision commission composed of 3 (three) members.
8.2. 1 (one) member of the revision commission is nominated by the chairman, 2 (two) members – by the person, who took the second place in the chairman’s elections.
8.3. The revision commission elects the chairman of the commission.
8.4. Revision commission:
8.4.1. Holds internal elections;
8.4.2. Checks the activities carried out by the governing bodies of the party and local organizations;
8.4.3. Submits the results of its activities to the congress and national committee.
8.5. The party property is created by means of incomes envisaged by the legislation.9. District (urban) organizations
9.1. District (urban) organizations are set up by election districts;
9.2. A general assembly of the district organizations consists of the members of district organizations;
9.3. A general assembly of the district organizations elects the chairman of the organizations for a term of 2 (two) years.10. Regional organizations
10.1. Regional organizations are set up in accordance with regional division of the country by at least two district organizations. The Tbilisi district organizations set up an urban organization;
10.2. The board of regional organizations consists of the chairmen of the district organizations;
10.3. The board of regional organization selects a chairman of the regional organization for a term of 2 (two) years.11. Participation in Elections
11.1. Party candidates are selected for any level elections through internal elections.
12. Transitional and final provisions
12.1. The given rules are in force upon adoption;
12.2. Upon the adoption of the party rules, the rules of the Conservative Party of Georgia (dated May 23, 2005) are considered invalid.Tbilisi, May 23, 2009.
