Georgian Conservative Party

Statute

1. General Regulations

1.1. Georgian Conservative Party (hereinafter referred as a Party) is a voluntary political association of citizens. The Party conducts its activities in accordance with the legislation and this Statute;
1.2. The Party legal address is: Krtsanisi II lane, #15-17 and surrounding area, Tbilisi, Tel: 2 25 27 90 / 2 25 27 91.

2. The Party Goals

2.1. Establishment of a unified and democratic Georgian state, maintanance of national patriotism, national ideology, ideals and ethnic, religious, cultural and traditional identity;
2.2. Inculcate democratic precepts in state administration, full self-governance of all territorial units of all levels, minority involvement;
2.3. Protection of Private Property,

Private Autonomy of Enterpreneurial and non-Enterpreneurial activites;

2.4. Protection of human rights and freedoms;
2.5. Territorial integrity, integration into European structures and NATO.

3. Party Symbols

3.1. The Party flag is the flag of the Democratic Republic – burgundy rectangle, that on the side of handle in the upper corner has black (above) and white (below) stripes;
3.2. The Party Logo: placed in the centre of white background (burgundy) burgundy (white) cross and gryfon pointing to the cross,  with horizontal stripes on top and bottom sides;
3.3. Anthem of the Party is “My Fear Land“, lyrics by Ilia Chavchavadze and music by Rezo Lagidze;
3.4. The party has a letterhead blank sheet: A4 format, with the Party logo placed on left, the Party name on the right and party legal address and telephone number in English and Georgian languages.

4. The Party Member

4.1. Georgian Citizen having right to vote and recognizing the Party statute can become a member of the Party.

4.2. Entity wishing to join the party submits application – the Party Chairman issues the relevant certificate of membership;
4.3. The members pay membership fee and during intra-party elections can have active and passive electoral rights;
4.4. Membership fee and rules of payment are determined by National Committee;
4.5. The Party member has the right to:
4.5.1. Submit proposals to the governing bodies of the Party and participate in the discussion of the proposal;
4.5.2. Stay informed on the activities of the Party;
4.6. The Party member is obliged to:
4.6.1. Follow the Party statute;
4.6.2. Comply with the decisions of the Party leadership;
4.7. The National Committee is authorized to expel a party member, if his actions are against the statute.

5. The Party Congress

5.1. The supreme governing body of the party is Congress, which is held at least once in 4 (four) years;

5.2. The party extraordinary general meeting shall be called:
5.2.1. By the decision of the Party Chairman;
5.2.2. By the decision of the National Committee;
5.2.3. By the written request of the Party Congress 1/5 (one fifth) of delegates;
5.3. The Party Congress delegates are:
5.3.1. Members of the National Committee and the Audit Commission;
5.3.2. Chairmen of Regional Offices;
5.3.3. Chairmen of Regional (Urban) organizations and Board member of the same organizations;

5.4. Congress is authorized if it is attended by the half of the delegates;
5.5 On the Congress can be adopted a decision on any matter, if it is supported by the majority of the delegates;

5.6 Congress is empowered to amend the statute by simple majority of the attendants.

6. The party Chairman

6.1. The Party Congress elects the Party Chairman with 4 year term;
6.2 The Party Chairman shall represent the party in the political and legal relations (possesses the party’s general and special powers of representation)
6.3. Manages National Committee Meetings;

6.3.1. Ensures the implementation of the Congress decisions;
6.3.2. Presents the work done to the Party Congress and National Committee;
6.3.3. Manages the Party funds, other material property and is responsible for its proper use.

7 National Committee

7.1 The Party Executive body is the National Committee;
7.2 The National Committee consists of the Chairman and not less than three (3) members;
7.2.1 The National Committee is represented by one member in the regional offices

7.2.2. At National Committee, Women’s Organization is represented by one member;
7.3. Committee members are elected by the national congress for 4 (four) years;
7.4. The National Committee appoints – the executive, political, international, regional and Youth Affairs secretaries;

7.5. By the decision of National Committee Women’s and youth organizations are being formed;
7.6 The National Committee is authorized to make decisions on behalf of the party on the issues arising in the period between the congresses, exclulding the cases that are authorized only under the Congress competence;
7.7 The National Committee is authorized,

If attended by the half of the members of the committee. The decision becomes valid if supported by the majority.

8 Audit Commission,

8.1. The party congress elects the Audit Committee with three (3) members;
8.2. The Party Chairman introduces the members of Audit Commission;
8.3. The Audit Commission elects the Commission Chairman among its members;
8.4. Audit Commission:
8.4.1. Conducts internal elections;
8.4.2. Controls the activities of Party and local organization’s leading bodies;
8.4.3. Presents the results of activities to the Congress and National Committee;

9. Regional office

9.1 Regional offices are set up in accordance with the regional division of the country, by the decision of National Committee of not less than two (2) district organizations. Tbilisi regional office create civil organization;
9.2. The council of regional offices consists of the Chairmen of regional offices;
9.3. Regional office Council elects the Chairman for 2 (two) year term.
9.4. Regional office Council presents to the Party Congress the membership candidate of National Committee.

10. Regional (Civil) organization;

10.1. The Party regional (urban) organizations are formed according to electoral districts;
10.2. Regional office General Assembly is composed of the members of the regional office;
10.3. Regional Office General Assembly elects the Chairman of the organization and Council members for 2 (two) years term;
10.4 Regional Office Council consists of the Chairman and not less than three (3) members in accordance with electoral district.

11. The Party Property

11.1. Party property consists of:
11.1.1. Membership fees
11.1.2. Contributions;
11.1.3. As Prescribed by law- state funds;
11.1.4. Also other legal revenues and property.
11.2 The Party property and funds may be used only for the purposes of the statutory provision and its use for other purposes is not permitted.

12. Transitional and Final Regulations.

12.1. The present rules are in force from the moment of registration of amendments in the legislative body;
12.2. Upon receipt of the Party statute, the statue of the Georgian Conservative Party is considered as non-valid (2011, October 1 edition).
