Au mois d’août 2008, la Fédération de la Russie a effectué une aggression ouverte contre l’Etat independant de la Géorgie ce qui a provoqué l’occupation des territoires de la Géorgie, (y compris hors de la zone du conflit) et son annexion partielle, l’épuration ethnique des milliers de personnes, des victimes parmi la population pacifique et de nombreux faits de traitement inhumain des gens. En dépit des normes de la justice internationale, la Russie a reconnue l’indépendance des régimes separatistes et maintient ses troupes sur le territoire de la Géorgie, négligeant ainsi l’accord de six points conclu à l’intermédiaire de l’Union européenne. De même, la crise d’août a révélé les problèmes sur lesquels le gouvernement géorgien fermait les yeux depuis longtemps malgré la critique acerbe de l’opposition: les dirigents politiques ont abandonné leurs fonctions en interrompant l’exercice de leurs activités, l’opération militaire portrait le caractère spontané et étaient planifiées par les hommes politiques et non par les militaires, par consequent la partie majeure du territoire de la Géorgie s’est vue cédée aux occupants sans aucune résistance.
